Organized Crime as a Security Threat in the Context of the Visegrad Countries’ National Security Strategies. The Problem of the Absence of a Uniform Definition

The article looks at the issue of organized crime as a security threat through national strategic texts. In the Czech Republic case, this concerns the Security Strategy of the Czech Republic from 2015 and the National Security Audit of 2016. Article compares the Czech description of organized crime with national descriptions of the security strategies of the Visegrad Four (V4): Polish (2014), Slovak (2017) and Hungarian (2012). In determining the comparable starting conditions of all four states, the author notes considerable differences in the quality of the description of this threat. There is also no unified view of the need for a universal definition of organized crime as a prerequisite for a more effective fight against this anti-social phenomenon. In the opinion of the author, cooperation between Central European countries in the security area is necessary.
