VOLUNTEERING IN THE SECURITY FIELD: AN EXAMPLE FROM ESTONIA

Within the European Union, Estonia belongs to those countries that at present are seeking to cope with a significant depopulation trend (between the years 1999 and 2009, the population decreased by approximately 50 000 people). Among other challenges that such a scarcely populated country has to face, this also means that personnel must be found and allocated to perform security roles. A highly elaborated volunteering system plays a considerable part in this respect.
