The Proposal of Scenarios for the Long-Term Planning of the Development of Forces Needs

The aim of the paper is to characterize the scenarios used and to provide the instruction for developing the proposal of the portfolio of the scenarios which can be used according to the needs of long-term planning of the forces development. This work analyses the gradual steps in developing the proposal of scenarios, namely: determining the framework of the individual scenarios, defining their decisive factors, new view of the proposal and the choice of the portfolio of the scenarios. Another contribution has also been implied in the fact that the consequent portfolio of the scenarios could be possibly set not only for the long-term planning of the forces but also for the other planning branches from the field of security and defence which will consequently gain a common basis.
