To the Position of Head Officer in Disciplinary Proceedings and to the Solution of theIinstitute of Bias

In the first part of the article, the author defines the status of the head officer as a subject of disciplinary proceedings. In the second part of the paper, the attention is paid to the question of applying the institute of bias in disciplinary proceedings in the point of view of judicial case-law.
