SAFE SPACE AS THE STOCHASTIC AND DETERMINISTIC PROCESS
The paper deals with different concepts of security, their differentiation, problems of security systems safeguarding. The stochastic character of the environment of heightened security risks is transformed by security institutions into a relatively deterministic deliberate process of action to the security. Science and research face a lot of work in this field.

Information Security as an Important Element of Managerial Informatics
Regarding the system point of view the paper deals with the relation of management, managerial informatics and information security. It is a compendium of selected publications relating to the institutional scientific project within the period of 2005 -2010. It includes definitions of information security and cyber crime. In the conclusion it refers to the options of employing it in the public administration management.

Stalking – Crime Investigation in Practice
The author gives an overview about first practical experience of crime investigation in stalking cases in Czech Republic. Particular problems are discussed from the point of view of forensic expert. First contact with victim of stalking, the risk assessment of stalking and the need for polices experts are explained.

In the article the author presents basic information’s about three topics: psychological profiling based on verbal behavior of unknown offender (Unsub), threat assessment and statement validity assessment. The article gives an overview about current trends abroad. The procedures of profiling and threat assessment are illustrated on real cases.

Police Ethics as a Research Project (The Scientific Research Project Hindsight)
The article concerns the research results reached in the field of the ethics research within the research project “The Theory of Police Psychology and Police Ethics”. It is based on the defined objectives focusing on: a) defining police ethics as an independent discipline of applied ethics, b) finding its place in the structure of police training and c) identification of the ethic aspects of policing. Introducing theses the author represents the resources the scientific research was based on in all three plans mentioned above and he conceives the most important outputs.

Relationship between Criminalistics and Psychology: Development and Modern Trends
The article provides a historical outline of joining together criminalistic and psychological findings. This link was being developed mainly between the end of 18th century and the second half of the 20th century when Psychological Science was being introduced into the domain of so-called forensics, and when a relatively fixed formation of professional psychological services was being laid down. The author draws attention to a less well-arranged and narrowly specialized development of Investigative Psychology in the Anglo-Saxon area in recent years. Furthermore, she mentions some current issues that are solved mainly abroad and also in the Czech Republic.

Options of the Identifi-Cation of Typical Indicators of Selected Sociogenic Emergency Situations
The paper handles with the topic of so called “large scale negative social phenomena” on the area of the Czech Republic, which, under certain circumstances, may be manifested in the forms of so called sociogenous emergencies (sociogenous emergency situations). Authors of the paper presents the results of the first phase of the empirical quantitative research, focused mainly to confirm or disprove the existence of typical indicators of selected sociogenous incidents, it means the elements, present in the social reality, which manifests the emerging of a specific sociogenous emergency situation, or are predicting its emerging or outburst.

Research on Educational Needs of Police Officers Holding Managers´Posts with the Police of the Czech Republic
In their paper the authors tried to open the issue of enquiry into the educational needs of present police officers. On the basis of the pilot research results the authors pointed out which educational needs are of the highest importance currently and on the contrary which are on the margin. Simultaneously they evinced the relation of the subjects taught at the Police Academy and the requirements of the police practice.

Parameters of Human Subject Injuries Sustained by External Loading
The article deals with the biomechanics of extreme dynamic loading on a human body. In order to describe the relationship between the mechanic action and biomechanic response it is necessary for the purpose of forensic biomechanics expert examination to define criteria reflecting the rate of the assumed biomechanical response to the mechanical loading. The injury rate can help reconstruct the course of mechanical loading developed on a human body, the course of assaulting a person and to a great extent it can be a useful control setting. Forensic biomechanics has been making a long term effort to express mathematically the parameters of a human body tolerance towards the outer mechanical loading.

Trips and Falls from the Standing Position in the View of Forensic Biomechanics
Research of posture and gait disturbances is a relatively important part in the forensic biomechanics which represents 15% of expert opinions. Furthermore, there are also other applications, especially work-related injuries or unwitnessed falls. Introduction refers to status of named field in forensic biomechanics, history of forensic biomechanics. Then relies on publications in the last decades. Primary goals of our research were trips, forward and backward directed falls. Last but not least we were interested in difference between human and dummy measured falls. Our results indicate there is a maximum angle of human body from the vertical axis for which recovery is no longer possible. Further results are related to influence of gait speed on fall risk and description of fall-arresting patterns.

Time Duration of a Defensive Response to an Unexpec-Ted Attack
The author of the article is concerned with the time duration of a defensive response to an unexpected attack. Research of time relations, the response time and the latent response time are important biomechanical parameters. By the recognition of exact time intervals it is possible to carry out exact simulations of the critical motion action. The author has been inspired by the NYPD (New York Police Department) statistical data, where a sample of 4000 police officers had to face an attack threatening their lives.The author tries to verify experimentally the presented data.

Criminalistic Aspects of Investigation into a Crime of Bodily Harm During Medical Treatment
Elucidation and investigation into a crime of bodily harm during medical treatment – especially authentication of a causal relationship between the consequence and cause and determination of a particular responsibility of medical staff providing health care – is a very complex process and it requires a highly committed and professional approach, both from the criminalistic point of view during the elucidation and from the criminal point of view during the investigation according to the regulations stipulated by the criminal code, when considering the objective as well as subjective aspects of facts of the cases of negligent homicide under § 143, sec. 1, 2, pertinently bodily harm under § 148, sec. 1 of the Criminal Code.

Introduction into the Modelling of Trends of Quarterly Time Series of the Selected Crime Rate Indicators in the Czech and Slovak Republics Utilizing Mathematical Functions
The submitted article analyses quarterly time series of unemployment in the Czech Republic, the Slovak Reapublic and 13 selected crime rate indicators concerning thefts and burglaries in both the republics. Using the evaluation software CurveExpert 1.4 the time series were interlaid with curves on the basis of adequate mathematical functions. The article illustrates findings proving the pertinence of these models as well as their applicability for the extrapolation in the nearest observed period of up to one year in case of quarterly time series.

Co-integration Analysis of Annual Time Series of Selected Statistical Indicators of Crime and Unemployment in the Czech Republic
The presented article analyses annual time series of selected eleven crime indexes in relation to the unemployment time series in the Czech Republic. Using the step-by-step method all necessary analytical operations giving a substantial and exact support of the ascertained co-integration relations are perfomed. The mentioned methods of co-integration non-stationary time series analyses can be used as an instruction for persons interested in a similar type of time series analysis.

Scenarios of Extrapolation of Quarterly Time Series of Selected Indicators of Crime Rate Owing to Unemployment in the Czech and Slovak Republics
The submitted article demonstrates the process of co-integration analysis of the relation between unemployment and the crime rate indicator of burglaries into restaurants and pubs in the Czech and Slovak Republics. It also implies the procedure of making a scenario of a possible development of the respected crime indicator in the Czech and Slovak Republics under the influence of the extrapoled development of unemployment as a predictor. In the graphic charts a real influence of rising unemployment on the increase of other crime indicators is denoted.

Research into the Relationship of Police Officers to the Police Service as one of the Tools of the Efficiency Assessment of the EFQM Excellence Model
The article is the second part of an extended material focused on the problems of the relationship of police officers to the police service. It theoretically stems from EFQM Model that has been being implemented under the conditions of the Police of the Czech Republic for several years. Within this model the relationship of the police officers to the police service is a vital component part. Based on empirical research the article maps out the level of the relationship of the police officers to the police service focusing on the region of South Moravia. The results of this analysis will be in near future used in assessing the efficiency of the applied EFQM Model with the Czech Police.
