POŽÁR, Josef: CONTRIBUTION TO THE DEVELOPMENT OF INFORMATICS WITHIN THE SPHERE OF CYBERNETIC CRIMINALITY
The article is a partial outcome of the research task No. 1 project, i.e. of the Integrated research task called “Topical Problems of Police Sciences Development and the Transfer of their Knowledge to the Practice“ and of its part 1 / 2 called “The Development of Security Management and Informatics“. We focus on the area of data and information protection, on the sphere of cybernetic criminality. It presents some aspects of prevention and of organizing the fight against this phenomenon. It also gives information of basic publications and outcomes showing the solutions regarding the problem of cybernetic criminality.

This article deals with selected problems of cybernetic (information and computer) crime with stress on some methods of investigation of this phenomenon. It describes selected typical modes of committing cybernetic crime with regard to various investigating situations.

Information management has already been mentioned in the expert circles for decades. At present it has started to belong to standard practical fields and to be the respected scientific branch within the theory of management. It has been playing a specific role in the field of security management.

ČÍRTKOVÁ, LUDMILA DOMESTIC VIOLENCE: SOME NOTES TO PROBLEMS OF VIOLENT PERSONS
The article presents some information’s about research on Theory in police psychology. The research is a part of institutional scientific task. The article deals with particular problems of domestic violence – psychological typologies and profiles of batterers. The author points out the relevance of this topic for decision making in practical questions (the dilemma if the violent partner can be a good parent, the overlapping of domestic violence and stalking).

VESELÁ: Jitka: SOME NOTES TO FORENSICS PSYCHOLINGUISTICS.
The article presents a forensic psycholinguistics in the relative young borderline discipline and advancing special psychological service. It implies the text data profiling procedures. Subsequently there are also verbal acts analyses, first of all resulting from the qualitative approach methods (objective hermeneutics, discourses analysis). There have been some options and limits of the forensic psycholinguistics mentioned and also concretized, the exemplificative analysis of the examples from the content analysis credibility of the written statement, according to four criteria – the concrete elements of speech, proportion of the external or strange information while reporting the event, insufficient convincingness, and remarkable content disproportions in the statement, included.
ZOUBEK, Vladimír HUMAN RIGHTS AND PERSONAL SAFETY. (ARTICLE 5 – 16 DECLARATION OF HUMAN RIGHTS)
The author provides theoretical and scientific analysis of the essential human rights within the frame of the activities of police bodies and of the authorities effective in the criminal procedure at the territory of the CSFR and the CR. The main focus of this article regards the right to live, to enjoy indefeasibility and privacy, personal freedom, personal safety, to enjoy the protection of the person, personal name and description data, indefeasibility of the home, secret delivery of information, and some further rights, e.g. the right of residence and of free movement. This article offers references to the Declaration of Human Rights and also to certain legal regulations.

The contribution deal with the questions regarding security and safety, and it shows the problems which unclear and non-uniform usage of notions brings. At the same time, it shows the importance of the theory of the system for deeper understanding of these notions.

This article uses the results of “Research of Perception of Human Safety and Professional Motivation Among the Officers Working for the Fire-Fighting Brigade in the Context of their Values Priorities“. It also deals with the issue of satisfaction at work and with the relationship of the firemen to their institution. This contribution brings the comparison of work satisfaction and the relationship to the institution among the officers working for the Fire-Fighting Brigade of the CR and those working for the Police of the CR.

HRIVNÁK, Ján, POLÍVKA, Lubomír THE IMPORTANCE OF THE DOCUMENT CALLED “THE LIST OF MEASURES FOR THE NATIONAL SYSTEM OF REACTION TO THE CRISIS” FOR THE PREPARATION OF PUBLIC ADMINISTRATION TO SOLVING CRISIS SITUATIONS IN THE CZECH REPUBLIC.
Securing the preparation of the state to solving crisis situations belongs to the basic duties of public administration. The Ministry of the Interior provides the decisive influence as to this preparation for solving non-military crisis situations. Due to the fact that it is the aim of the Police Academy of the CR to prepare their graduates for work within the scope of the Ministry of the Interior and in public administration, the graduates´ knowledge of the document called “The List of Measures for the National System of Reaction to the Crisis” is really necessary.
SPURNÝ, Joža: WHAT SITUATIONS DO THE INFRINGING POLICEMEN FIND THEMSELVES IN?
This article informs about the procedure during solving the research task 2/3 – Aggressive manifestations of collective behaviour in police work. As a sequence to the analysis of a story 9 typical interactions were generated within this part of the research, which is situations showing the measures and intercessions taken against crowds. Further analysis of them will enable to reveal basic sources and reasons of the development of aggressive behaviour of policemen against crowds, including the factors which enable this behaviour.

STRAUS, Jiří, KLOUBEK, Martin: ODOUR TRACK AND CRIMINALISTICS ODOROLOGY
This contribution studies odour tracks from the point of view of criminalistics odorology. It analyzes the odour in general and human odour. The odour can be defined from the point of view of criminalistics odorology as a permanent organoleptic quality of all substances of both organic and an organic nature which stimulate preceptors of the living organism sense organ and thus cause the odour perception when the necessary capacity of the substance exhaled or sublimed by the living organism (more than border quantity) is breathed in. In that way most of the odour substances can be analyzed by the instrument technology bearing in mind a certain amount of them from the point of view of their quantitive as well as qualitative characteristics. The article deals with all relevant aspects of human odour and its use in criminalistics identification.
STRAUS, Jiří THE TOLERANCE OF DYNAMIC LOAD OF THE HEAD AND BRAIN
This article analyses experimental values needed for the exact calculation of the tolerance of the organism to external load. The author presents data from literature and compares them to the data of the research itself. Marginal values of the direct strike are given. The calculation of the tolerance of the organism is dependent on the speed of the fall, on the impact during the fall-out, on the destruction track, the acceleration of the stricken matter; the marginal value can be expressed by the index SI. It is possible to make Versace correction for the interval up to 30 meters per second. Both the literature and the experiments point out the fact that the substantial thing for the study of the tolerance of the organism to the dynamic situation is provided by watching the deceleration of brain during the load phase. The delay of the head is a primary indicator for the prediction of extreme dynamic load taking effect on the organism.
STRAUS, Jiří: THE POSSIBILITIES OF SECURING THE DACTYLOSCOPIC TRACES FROM THE SKIN OF CORPSES
The article describes the results of research dealing with visualizing dactyloscopic traces on the corpses skin. Our goal is to find the methods of securing latent dactyloscopic traces on the corpses skin. The application of physical methods is optimal. We have chosen the following instruments – ATOMIC Triple „A“ Grade – jet blafl, ATOMIC BRAND – regular – blafl, Argentopodium, Ferropodium, ATOMIC BRAND MAGNETIC, ATOMIC BRAND PEARLPRINT SPECIAL PURPOSE“ – silver/blafl, pulver HI-FI fluorescens yellow/red. We have carried out experiments on corpses up to 24 hours after their death. We have formed the dactyloscopic traces by ourselves. We have gradually applied all the powder methods. We have found excellent results when using:
Laboratory beaker covered with the powder HI – FI, yelow + over fingerprint + UV lamp MegaMAXX 395 nm,
ATOMIC BRAND MAGNETIC applied by a magnetic brush,
ATOMIC Triple „A“ Grade – jet black applied by the brush made of ostrich feather,
Laboratory beaker covered with ferropodium over the print,
Laboratory beaker covered with powder HI-FI fluorescence yellow colour + over the print on the skin of the corpus.
BORSKÁ, Iva, KALAMÁR, Štěpán TO THE CONCLUSIONS OF THE EMPIRIC RESEARCH IMPLEMENTED WITHIN THE RESEARCHTASK CALLED “PEDAGOGY FOR POLICEMEN AND WORKERS OF THE MINISTRY OF THE INTERIOR AND ALSO FOR THE WORKERS IN SECURITY SERVICES“
The text presents the results of empiric research focused on gaining data in the field of educating policemen, especially data showing the state and the level of their educational needs, approaches and motivation to study and to educate themselves, showing their knowledge and orientation in pedagogy and didactic problematics, social competences, language knowledge, the knowledge in the field of information technologies.

ROZUM, Zdeněk: POLICE ACADEMY OF THE CR GRADUATES IN THE DAY STUDY, IN THE PRACTICE
The article provides the information about the project implementation which predicted empirical research of the graduates of the three final year consecutive classes. The long-term research which went on during the years 2004 to 2008 was focused exclusively on the graduates who studied in the regular day study within the years 1997 to 2002.
The article contains theoretical and methodological outcomes of the empirical research, however, it mainly offers the results of analytical and synthetic approach to the data gained. These results are given especially in the generalising conclusions and recommendations for the practice.
BOGROVÁ, I., ČERMÁKOVÁ, L., KOVAŘÍK, Z. PSYCHIC LOAD OF THE POLICEMEN OF THE POLICE OF THE CR OF THE AUTHORITY OF JIHOMORAVSKÝ KRAJ – SOURCES, THE WAYS OF MANAGING THAT AND THE CONSEQUENCES
After a short theoretical survey of the stress problematics in relation to police work the authors of the article present the results of the research of psychic load of 1103 police women and policemen of the Police of the CR of the Authority of Jihomoravský kraj and they analyse in detail all the sources, its manifestation and the ways of managing psycic load. The substantial part of the text provides real proposals of the respondents as to the reduction of psychic load in their everyday work. On the basis of research findings and other theoretical basis the authors propose measures to be taken by the police management on all levels. The implementation of these measures would contribute to making the conditions of doing police work better and also to better the general atmosphere in the institution.

KOVAŘÍK, Zdeněk, ŠUGÁR, Ján: INTRODUCTION TO THE THEORY AND METHO-DOLOGY OF THE RESEARCH INTO THE POLICE OF THE CR WORKERS´ PROFESSIONAL MOTIVATION
The article analyses theoretical and methodological basis of empirical research of professional motivation of the workers of the Police of the CR. Three basic components were chosen from the pattern of motivation at the profession –
a) satisfaction at work detected by the standard MSQ technique, b) the approach to the institution detected by the OCQ and c) values orientation based on the technique of Shaloma Schwarze SVS. Besides the analysis of the techniques given above the article contains also the other important parts of the project of empiric research.

Kovařík, Zdeněk SELECTIVE FILE AND MATHEMATICAL AND STATISTICS METHODS USED IN THE RESEARCH OF THE POLICE OF THE CR WORKERS PROFESSIONAL MOTIVATION
The article deals with the preparatory phases for the actual data analysis and the interpretation of research findings within the research of the Police of the CR workers professional motivation. The attention is mainly focused on judging the quality of the selective file and on giving the reasons of the mathematical and statistics methods used. The article explains the use of the methods of the “effect of size“ and the method of correspondence analysis.

The analysis of the relationship of the employees of the Police of the CR to their institution is based on the 2-item technique OCQ which consists of the emotional component and of the existential (formal) component. The article provides the analysis of the influence of the chosen sociodemographic factors to the level of the relationship of the employees to the Police of the CR through presenting the individual components and the whole techniqus OCQ.
