Looking for effective means of influencing traffic behaviour is closely related to legislation, systemic measures in the framework of the unity of prevention and repression. One of the basic\u00a0\u00a0systems are penalty point systems which are known in the whole word and are made mainly according to security conditions of individual states. The project of possible theory comes from comparative conception of differences of these systems in the states of EU and shows advantages and faults of different already legally adapted systems.
